Qaurus is a Canadian go-to-market agency in the Toronto, Waterloo corridor. We measured 39 pages across 12 Ontario marketing agency websites, including our own, and found that 83% carry structured data while only 6% carry a number a reader could trace to a source.
That is the practical problem with choosing an agency here: the websites are near-identical and almost uniformly silent on evidence. This is how to evaluate one anyway, using figures we measured rather than advice we like the sound of.
How should a small business owner choose a marketing agency?
Choose for a specific bottleneck you can name, not for "marketing" in general. An agency is a good fit when you already know who buys from you and what you want more of, leads, bookings, qualified pipeline. It is a poor fit when you are still deciding what you sell and to whom, because then you are paying an outside team to guess at the thing only you can answer.
Start from the problem, then look for evidence that the agency has solved that problem before.
What questions should I ask a marketing agency before signing?
Five, and all of them are answerable from reporting the agency already has:
- What was the starting number? A percentage without a baseline can describe almost anything.
- Over what period, and where is it recorded? "Six months, in Search Console" is checkable.
- Clicks or impressions, and what happened to the other one? These move independently. On one of our own engagements, impressions grew 157% while clicks grew 38% over six months; the first number is the one that reaches a slide. We published the full working on that gap.
- What did it cost per outcome? Cost per lead or per install, with the date range.
- Which channel produced it? "Traffic grew" is not "organic traffic grew".
An agency that cannot answer these is not necessarily doing poor work. But it is not measuring it, and you will not be able to tell the difference later.
What are the red flags when hiring an SEO or marketing agency?
The reliable ones are about evidence and control, not price:
- A guaranteed ranking or a guaranteed number of leads. Nobody controls Google's index. We tracked 95 URLs for five weeks and watched Google decline to crawl most of them with no quality verdict at all, the measurements are published.
- Case studies with no period and no source. When we audited our own library against that test, only 5 of 16 engagements passed, and we published the five and excluded the rest.
- Reporting that leads with impressions, traffic or followers rather than qualified enquiries.
- The agency holding your accounts. Your business should own the ad accounts, analytics property, domain and CRM data.
- A long commitment before any diagnostic work.
Is it better to hire an agency or build an in-house team?
It depends on whether your constraint is knowledge or capacity, and they need opposite answers.
If you do not yet know which channel works for your market, an agency that has run the experiment before is faster and cheaper than learning it on payroll. If you already know what works and simply cannot produce enough of it, hiring is usually better value, because you are buying throughput rather than judgement.
The common mistake is hiring in-house to solve a knowledge problem, a first marketing hire inherits the same open questions you had, without the pattern library.
How much does a marketing agency cost in Canada?
We are not going to publish a rate card, because the honest answer is that the number depends on scope and the useful comparison is cost per outcome rather than monthly fee.
What we can show is measured unit cost from our own engagements: £21.70 per lead across 337 Meta lead-form leads between July 2025 and March 2026, and £1.04 per iOS install across 208 tracked installs. Those are specific to those businesses and are not a quote, but they are the shape of number worth asking any agency for.
One caution when comparing quotes across the corridor: a monthly fee is only comparable if the scope behind it is, and scopes rarely match. Ask each agency to price the same defined outcome and the comparison becomes real.
What makes choosing an agency in Canada different?
Three things, none of which show up on an agency's services page:
- Privacy law. PIPEDA applies federally and Quebec's Law 25 adds consent and transparency obligations that affect how marketing data is collected and stored.
- Anti-spam law. CASL governs commercial electronic messages and is stricter than the US equivalent, which matters for any email or outbound programme.
- Market size. A Canadian region is genuinely finite. Across ten Ontario cities we found 1,377 businesses in total across 27 verticals, and our own outbound pipeline exhausted its qualifying list inside five months, the full funnel is published. An agency promising indefinite scale in a mid-size market has not counted it.
FAQ
How long before a new agency's work shows results? Longer than most proposals suggest, and the first stage is not ranking but being indexed at all. In our five-week study, discovery of new pages arrived as a step change after a fortnight of nothing, and indexing lagged well behind that. Treat any checkpoint inside six weeks as too early to read.
Should I pick a local agency or a national one? Locality matters for market knowledge and for Google Business Profile work, and matters much less for search, paid and lifecycle. Ask what specifically changes because they are nearby, if the answer is only "we understand the market", ask what they understand that you do not.
How do I check an agency's claims without hiring them? Ask for two or three client references at your stage and ask those clients what did not work. Separately, look at whether the agency publishes anything you can verify, in our measurement of 12 Ontario agencies, 9 had no page carrying a traceable number, which tells you what a claim from them would be worth.
Does a good website mean a good agency? No, and our own data says so. The score we measured reflects what a website publishes, not what an agency delivers. A firm with excellent client outcomes and a thin website scores badly; the teardown explains the limits of the measure.

Ask the five questions above of every shortlisted agency, in writing. Compare the answers rather than the proposals. The agency that can tell you what it measured, when, and what did not work is demonstrating the thing you are actually buying.
